Most of western and southern Iowa is organized into nine tiers of counties, with the first tier along the Missouri border. Counting from the south to the north and listing from the west to the east, the boldfaced counties below have a list of roster members on this webpage. (Almost all WWII dead from the other six counties are included in earlier webpages.)

​Council Bluffs was and is the largest municipality by far in the above seventeen counties.
  • Only rarely did another town have a population of over 10,000. (The town of Carroll's population surpassed 10,000 in the 1990s.)
  • During the railroad era, all of the above counties, except for Monona, had strong economic ties to the railroad center of Council Bluffs.
